its really easy! #1 put on a dark blue or black base. #2 use a sponge and dot on dark blue polish to the tips. #3 use sponge and dot on a light blue color. #4 add a silver or gold glitter on top. If you can find one nailpolish with different sized specks of glitter its even better.
